Fran was born in Grants Pass, Oregon on August 5th, 1939 to Frank and Sylvia Norman. Her family moved to Oakland, California when she was two years old, and remained there throughout her childhood and teen years.

She married Bob Harkins in 1958 and traveled the southwest for his employment in the early years of her marriage – Texas, Arizona, New Mexico, and California – but settled in the suburbs of Portland, Oregon in 1968. During those 47 years, she lived in Raleigh Hills, the Cedar Mill community and the Tualatin area. She was married 57 years, and Fran and Bob were blessed with three children, 8 grandchildren and 6 great-grandchildren.

Fran was devoted to her family and friends, supportive, loving and sacrificially generous with her time, resources, money and applause. She was happiest spending time with her children, grandchildren and great-grandchildren. Family gatherings and grandchildren's activities were most important to Fran, and she took great pleasure in attending each event.

She also had many interests and hobbies. She was very artistic and creative. She did toll painting, calligraphy, photography, gardening and quilting. She loved to camp with her family and friends. At 47 years old she went back to school and after two years received her Associates Degree in Graphic Arts and then ran a small business for many years. Fran also enjoyed traveling.

Fran was an active volunteer most of her adult life, involved in Girl Scouts, PTA, Boy Scouts, the Cedar Mill Community Library, The MESS Sale, the second edition resale shop, Mountaindale Day Camp, Little League, Tualatin Hills Soccer and NW Quilters Guild. She was an active part of an adult Girl Scout troop, the Elles Gantes, and they were her close friends for more than 40 years.

She is survived by her husband, Bob; brother, Donald Norman (wife Marwedell); children, Julie Burdette, David Harkins, and Christie & Rodney Mitchell; grandsons, Joshua Burdette, Keith Kyler (wife Sheena), Luke Harkins and Adam Mitchell; granddaughters, Danielle Harkins, Crystal Lockhart (husband Chase) and Jordan Mitchell; great-granddaughters, Chloe & Ella Kyler, and Elsie Lockhart; great-grandsons, Caleb & Liam Kyler, and Alexander Lockhart. Fran was preceded in death by her sister, Delores Norman; her brother, Douglas Norman; her grandson, Chad Harkins and her daughter-in-law, Laura Harkins.

Fran was loved by many and will be missed.
A memorial will be held at 1:30 pm Sunday, November 15th, 2015, at Cornwell Colonial Chapel in Wilsonville, Oregon. Committal took place at Willamette National Cemetery, November 2, 2015.
